| ◊ | iVo booths prior to polls opening |
| ◊ | communications packs prior to polls opening |
| ◊ | flash cards that contain votes |
| ◊ | sealed envelopes containing seals (new and removed) and flash cards |
| It must be recognized that the tracking of seals is not, in and of itself, sufficient to assure an honest and fair election. It is, however, another tool to be used by the county BOE to that end. | |
