A significant aspect of the Automated Tracking System is the ability to determine specifically what has happened to any piece of equipment. While all systems have limitations, the ATS will allow you to do the following:
Confirm that the compact flash card has not been removed between the time it was installed when preparing a terminal for initial testing for an election and when it is removed by the chief judge on the evening of the election
Confirm that the same compact flash card that was installed is removed (see the above item.)
Confirm that the booth has not been opened between the time the terminal is tested and sealed and when the chief judge opens the booth on election morning.
Confirm that the booth has not been opened between the time the chief judge seals the booth after removing the compact flash card on election night and when the equipment is inventoried following the election. (Normally the booth will remain sealed until after canvas and official election results are confirmed.)
Because of the important role that sealing plays in providing a secure election, it has been incorporated as an essential component of the ATS. Thus, seals are provided to the counties as past of the Annual Agreement.
